I totally agree with your second solution. Scholarships should be abolished for pre-u, so that all will opt for STPM. Then only the government decides who to give scholarship too based on their results and university offers. Instead, the government is not planning to abolish STPM. There will still be Form Six but it won't be world recognised anymore =.=
